George has extensive consultancy and advisory experience, with contributions to innovative and complex areas of public sector reform and management. This includes particular expertise in advising, coaching and mentoring statutory and voluntary sector leaders and managers with strategic management, particularly in outcomes focused and cost effective organisational and service redesign, performance management and improved governance and commissioning arrangements.

George began working for Cordis Bright in 2000 and was especially involved in establishing Cordis Bright’s work with early intervention initiatives and partnership based initiatives. George continues to undertake significant work with local authorities and voluntary organisations in this area. This includes current work:

  • With six local authorities in Wales and England with applying an innovative tool for identifying vulnerable families well before problems escalate
  • With a London borough, developing and supporting implementation of a borough wide performance management framework including outcomes focused commissioning with voluntary and statutory partners to support and demonstrate effective early intervention and good governance
  • Leading a longitudinal evaluation of an early intervention family support service in Wales and supporting the redesign of the service to take account of the Welsh Assembly Government Child Poverty Strategy and Families First agenda

In addition, George has significant expertise working with Sure Start children's centres, including experience as a children’s centre manager. This includes current work:

  • Coaching and mentoring children’s centre leaders and managers with performance management, evaluation and preparing for Ofsted inspections
  • Principal evaluator of the national QCF Level 3 Children’s Centre outreach practitioner training for the Children’s Workforce Development Council
  • Working with local authorities to evaluate children’s centre services and develop and implement outcomes focused commissioning strategies.

George is an experienced manager of large and complex projects. This has included leading a strategic procurement exercise for new banking arrangements and the full automation of global treasury services for the United Nations in Kenya, working as the Ministerial advisor on public sector reform, child protection and safeguarding, youth justice and communities in the South Australian Government and advising senior executives within the Government of Papua New Guinea on reforms to their intergovernmental financing system and improving programmes and outcomes for children, people with disabilities and women.

With advanced technical skills in public sector financial management, coaching, change management and procurement, George is very adept at driving a strategic focus through a detailed and rigorous approach.
