Julian has over 25 years’ experience of working with social care provider organisations, including 10 years in a consultancy role. He works predominantly with clients who operate in the adult
social care sector, including independent sector providers, local authorities, PCTs and private sector organisations. His particular areas of specialism include:
- services for people with learning disabilities
- supported housing
- social care commissioning and contracting
- service finance and funding
- benchmarking
- service review and evaluation
- organisational development
- the regulation of social care
Julian also has
extensive experience of IT and of supporting social care organisations
in the development of tailored applications, the automation
of business processes and web development.
Julian's current and recent projects include:
- Tender and proposal writing and support for a range of social care and supported housing providers, including Hft, Affinity Trust, The Camden Society, Richmond Fellowship
- Evaluation of a Housing Association run care home for older people in Worcestershire, looking at the effectiveness of its current operation and the potential of the service in the future
- Market evaluation of the Supporting People funded supported housing services of a LSVT Housing Association in the South West
- Review of supported housing and social care services against the new CQC definition of personal care for a national charitable organisation
- Development of a unit costing / pricing model for a social care provider group
- Due Diligence report into the purchase of a Care Home for Older Adults for Heart of England Housing and Care
- Strategic review of long term residential care and associated day care services for older people for Leeds City Council
- Modelling of the long term costs of jointly commissioned services for people with learning disabilities for Sheffield City Council and Sheffield PCT
- For the Cordis Social Care Briefing, research into a wide range of national policies and data, including: Analysis of impact of potential public spending cuts on social care; analysis of quality of Council operated social care services; analysis of impact of Total Place on social care providers; and analysis of changes in Supporting People commissioning patterns between 2003 and 2009
- Review of home care contracting arrangements for Sheffield City Council
- Development and maintenance of the Cordis Bright website
Prior to joining Cordis Bright, Julian was a freelance consultant
in social housing and Supporting People. Before that, he had
senior management experience in supported housing / social
care in a range of housing associations and client groups.
He has a MBA with the Open University. He is based in Manchester and London.
