Steve leads Cordis Bright's research team. He has a wide range of skills and expertise in the fields of adult social care, children's services and criminal justice. In particular, Steve is highly skilled in evaluation, analysis and research. Recent projects that Steve has been involved in have assisted clients win further funding and to make decisions about the sustainability of services and the commissioning of services.

Relevant recent experience includes:

  • Research for agencies including the Commission for Social Care Inspection (now the Care Quality Commission), Government Offices, local authorities and the independent sector. This research often includes engaging those commonly referred to as 'hard-to-reach'. This has included a broad range of research topics including award winning research for young people not in education, employment or training, research into carers needs, and designing a childcare sufficiency assessment toolkit for the Government Office for London.
  • Evaluation in relation to process, impact and outcomes for a range of clients across adult social care, criminal justice and children's services. This includes multi-agency partnerships involving the NHS, local authorities and voluntary sector organisations (leading the delivery of three Partnerships for Older People Projects (POPPs) evaluations); the Youth Justice Board and a range of local authorities.
  • Needs assessments and analysis including Joint Strategic Needs Assessment (JSNAs), childcare sufficiency assessments, and for children and young people with special educational needs

Steve has a BA from Oxford and an MPhil and PhD from the University of Cambridge, where he was also an Economic and Social Research Council Post-doctoral Fellow. Steve's book, Schools and the Problem of Crime, (Willan, 2006), investigates why young people offend. Steve regularly attends and presents papers at International criminology conferences and has been a peer reviewer for the academic journal, Criminology.
