Models of children's residential care

A review of models.

This review is designed to understand the range of models of children’s residential care that exists across Wales, the rest of the UK and internationally. The purpose is to identify what works well and what doesn’t in terms of improving outcomes for children and young people: both in relation to individual models and in terms of common themes.

The full report, which you can download below, presents key findings across all models in relation to outcomes, measuring impact, strength of the evidence base, costs and return on investment, commonalities in practice, and common lessons learned. It goes on to provide detailed profiles for the following models:

  • Child Protective Services Reintegration Project
  • Children and Residential Experiences (CARE)
  • Core and Cluster
  • Dyadic Developmental Psychotherapy
  • Model of Attachment Practice
  • Neurological Reparative Therapy
  • No Wrong Door
  • Positive Peer Culture
  • Priority Childcare
  • Restorative Justice
  • Safe Steps
  • Social Pedagogy
  • Stepdown
  • Stop-Gap
  • Treatment Foster Care Oregon (Adolescents)

As well as the main report (below), we have produced this Models of residential care executive summary final.

The project was commissioned by the Children's Commissioning Consortium Cymru on behalf of the Ministerial Task and Finish Group on Looked After Children.
