Much of Colin’s client work focuses on children’s social care. He has extensive experience of evaluation (including randomised controlled trials), economic analysis, test and learn, options appraisals, needs assessments, research into effective practice, commissioning and performance improvement.

His recent work has included evaluating a national programme to improve outcomes for neurodivergent pupils and young people with SEND; designing a supported internship for care-experienced young people in the NHS for evaluation through a randomised controlled trial; assessing needs and service gaps for children and young people with complex needs; and examining the evidence for different models of residential and foster care in the UK and internationally.

Colin has also evaluated new approaches to commissioning children’s residential care, a programme supporting care-experienced young people with immigration needs, and whole-family responses to domestic abuse. He works with organisations to understand not only whether services make a difference, but why, for whom and at what cost – and how that evidence can inform future strategy, commissioning and delivery.

Alongside children’s social care, Colin has expertise spanning education, employment, special educational needs and disabilities, early help, domestic abuse, criminal justice, child health and mental health. He works with clients including central government, What Works Centres, local authorities, the NHS and major children’s charities.

Before joining Cordis Bright, Colin worked in education consultancy, with a focus on school improvement, special educational needs and school infrastructure.

Colin holds a BA in Social Anthropology from the University of Cambridge and an Executive Master of Public Administration from the London School of Economics.
